 GetAllAcuts:Determine all alfa cut values

 [obs,fis]=GetAllAcuts(obs,fis)

 Determine all alfa cut values for all the observation, antecedent and
 consequent sets going out from the previously determined alfa levels and
 the parameters.

 obs - structure describing the observation.
 fis - structure describing the fuzzy inference system.

 obs - structure describing the observation containing the lower and 
       upper endpoints of the alpha cuts.
 fis - structure describing the fuzzy inference system containing the lower and 
       upper endpoints of the alpha cuts.
